Problem

A fixed-deadline government census needed secure native citizen and assisted-enumeration applications that could implement extensive conditional forms, remain useful with limited connectivity, and pass strict audit, acceptance, privacy, security, and UAT review while specifications continued to change.

My Contribution

Led both native implementations, translating the census specification into matching Kotlin and Swift form models, validation, conditional behavior, offline reference data, authentication, submission, and controlled release configurations.

Technical Work

  • Implemented the Form A and Form B census paths with extensive mirrored conditional logic, local validation, progress tracking, review summaries, submission, and downloadable PDF confirmations.
  • Built citizen and field-assistant modes, multi-step national-identifier and birth-detail authentication, reCAPTCHA integration, session handling, privacy content, help, and offline entry paths.
  • Packaged large reference catalogs for municipalities, streets, countries, citizenship, nationality, language, religion, education, employment, transport, and other classifications using Room/SQLite, CSV and JSON import, accent-insensitive search, and REST synchronization.
  • Created separate user/assistant and production/test/development build configurations so audited behavior could be validated against controlled environments before release.
  • Applied UAT findings and changing government specifications across both native implementations while keeping platform behavior aligned and release logging and analytics controls appropriate to sensitive workflows.
  • Coordinated delivery through Plaut and Bowbook under a fixed national deadline, supporting repeated acceptance cycles through the 2021 census launch.

Outcome

The native applications were delivered for the 2021 census window and then withdrawn after the time-limited public service concluded. Their retirement reflects completion of the government program, not an unfinished product.
